I'm going to take a guess that another target, another victim is Samoa Joe.

Eliminator locks down #1, which was, indeed, AJ Styles. Lex, I'm afraid #8 is not Samoa Joe. Two still on the board!
1) "I Am" - AJ Styles (Eliminator) 2) "Cult Of Personality"- CM Punk (Lex) 3) "Wreck"- Mick Foley (Lex) 4) "One Of A Kind"- Rob Van Dam (Lex) 5) "Keep Rollin'"- The Undertaker (Lex) 6) "Nation Of Violence" 7) "Medal"- Kurt Angle (Lex) 8) "A Victim, A Target" 9) "Just Close Your Eyes"- Christian (Lex) 10) "Written In My Face" - Sheamus (Mystery Co-Owner)

Nation of Violence has to be Samoa Joe now that I think about it and the gimmick he was running years ago. Another Victim. Another Target ...hmmm...that one is stumping me. I'm leaning towards Jarrett or Sting.

I figured that'd be the next guess *lol*... yep, that's Samoa Joe with the Nation of Violence... so that leaves us with just one left...
Hint #3: He's a former heavyweight champion... but he's never held a belt in WWE... nor in TNA...

Roderick Strong

Roderick Strong is correct! Yeah, that was my "out-there RoH" one I threw in just for fun. Plus, well, I'm a big fan of Strong. I'm waiting for him to catch on like Aries is and really take off for someone.
So Lex gets the most, so the trivia goes that direction. Good, I can stop updating again for a while *lol*...

Alright, lets do this:
GTV. What was it? What were the two people who creative wanted to be apart of it ...but never happened? And what was its fate?

GTV was a set of segments on WWF Raw back in the Attitude era kayfabe showing backstage footage from Raw, a la Big Brother. IIRC I think Goldust was one of the dudes behind it... no idea who the 2nd person is... maybe Vince?
I remember it, but not well.

I'm pretty sure I'm wrong, but I think GTV was that group with the Motor City Machine Guns tag team, and Kevin Nash. It was some kind of gossip tv, or something like that.
Edit... obviously TNA is what I'm referring to.

Yeah, it was definitely supposed to be Goldust... but then I think he left for WCW, so the angle got left in the air for a while... *thinking hard about possible 'G' wrestlers that might have taken it over* Gillberg? *lol* Doubtful, but a funny thought nonetheless...

The first two halves have been answered by accelerator and Douglas. It was voyeuristic backstage footage of talent and Goldust was supposed to be behind it. When he left, WWE creative had someone in mind to be behind... who was he?
Hint: He was not under contract with the WWE.
And the last part is what happened to it? Because it was SEMI-explained.

As far as I remember, didn't it just get shelved after a couple of segments...? I can't think who may have been the replacement... you'd imagine a WCW wrestler...? Maybe Chris Jericho? In short, I don't know.

It actually went on for quite a few months... petered off for a few weeks, came back here and there and kind of resolved late 99.

Hints: Jesse Camp, N*Sync, Carson Daly
Hint for the second part: Sisters of Mercy

So, the first hint is referencing the second person? I mean, I recognize the names (although it took me a few on Camp; I had forgotten him). So it's something with MTV? Hmmm...
Sisters of Mercy sounds like a rock band, but I've got nothing on it at this point...
